The collection of letters from service people was stored in a copper time capsule, buried beneath a war memorial that stood at the entrance to the old Bingham High School in Copperton (Utah). The World War II monument was moved to Copper Park when the school was closed. Around 1997 the time capsule that was under the monument was discovered and Kennecott Copper took possession of the letters. They were transferred to the Utah Division of State History in 2004. Copies were made and the original letters returned to Kennecott Copper.
The Victory Flag Society was founded on 27 April 1943 in Bingham Canyon (Utah) by Carl "Chicago Charlie" Zenos to provide World War II service persons with news from home and of friends stationed around the world. "Charlie" prepared the newsletter that was mailed to local servicemen. He also encouraged GIs to write letters to him filled with as much news as military censors would allow. The VFS compiled and edited these accounts and also collected local mining camp news and gossip that was included in the newsletter and mailed to service personnel. The collection consists of letters written to "Chicago Charlie" by service personnel.
